None of the funds made available by this Act may be used to implement, administer, or enforce— (1) the final rule titled “Endangered and Threatened Wildlife and Plants; Regulations Pertaining to Endangered and Threatened Wildlife and Plants” (89 Fed. Reg. 23919 (April 5, 2024)); (2) the final rule titled “Endangered and Threatened Wildlife and Plants; Listing Endangered and Threatened Species and Designating Critical Habitat” (89 Fed. Reg. 24300 (April 5, 2024)); or (3) the final rule titled “Endangered and Threatened Wildlife and Plants; Regulations for Interagency Cooperation” (89 Fed. Reg. 24268 (April 5, 2024)).
