(a) None of the funds provided or otherwise made available in this Act shall be available to carry out section 872 of the Homeland Security Act of 2002 (6 U.S.C. 452) unless explicitly authorized by the Congress. (b) Notwithstanding subsection (a), the Secretary may transfer funds as authorized by section 513(c) of Public Law 119–86.
