The purposes of this Act are— (1) to ensure uninterrupted educational continuity for military-connected students; (2) to reduce administrative and legal burdens caused by frequent relocations; (3) to prevent conflicting State homeschooling requirements from penalizing military families; (4) to support family stability and readiness of servicemembers (as defined in section 101 of the Servicemembers Civil Relief Act (50 U.S.C. 3911)) during transitions; and (5) to align homeschooling treatment more closely with existing protections tied to domicile and legal residence afforded to military families under Federal law.
