Beginning on the date of the enactment of this Act and notwithstanding any other provision of law, no Federal funds may be obligated or expended— (1) for the salary or expenses of the Special Representative for Racial Equity and Justice of the Department of State; or (2) to otherwise implement or carry out the Equity Action Plan of the Department of State.
