Section 104(f)(2) of the Rebuilding Economic Prosperity and Opportunity for Ukrainians Act (division F of Public Law 118–50; 22 U.S.C. 9521 note) is amended by adding at the end the following: (D) Purchases by the Government of Ukraine of defense articles and services to respond to and recover from the consequences of the aggression of the Russian Federation..
