Funds made available for the UH–60 Blackhawk aircraft program under this or any other Act, including prior year Acts, under the headings Aircraft Procurement, Army and Research, Development, Test and Evaluation, Army shall be obligated only for the purposes for which such funds were appropriated and such funds may not be reprogrammed or transferred for other purposes: Provided, That none of the funds made available to the Department of Defense for this fiscal year or any prior fiscal year may be used to pause, cancel, or terminate the UH–60 Blackhawk aircraft program or to prepare to pause, cancel, or terminate such program.
