Not later than 180 days after the date of the enactment of this Act, and not less frequently than once every 60 days thereafter, the Secretary of Defense shall submit to the congressional defense committees a report that includes— (1) for each unclassified procurement account of the Department of Defense, financial management and contracting details set forth at the budget sub-activity level; and (2) for each unclassified research, development, test and evaluation account of the Department, financial management and contracting details set forth at the project level.
