(a) In general Except as provided in section 9, this Act shall take effect 6 months after the date of enactment of this Act. (b) Early implementation Notwithstanding subsection (a), transfers of functions under section 2 or any other provision of this Act (other than section 9) may be carried out beginning on the date of enactment of this Act but not later than the effective date of this Act.
