Except as provided in section 5, nothing in this Act shall be construed to affect— (1) the regulation by a State of a bear population of that State; (2) the hunting of bears in a State that is in a manner that is lawful under the laws and regulations of that State; or (3) the use of bear viscera or any bear viscera product as part of a traditional Native American ritual or ceremony.
