Section 203(b) of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5133(b)) is amended— (1) by striking may establish and inserting shall carry out; (2) by striking and local governments and inserting and Indian tribal governments; and (3) by striking or local governments and inserting or Indian tribal governments.
