On January 20, 2025, President Donald J. Trump issued an Executive order entitled Designating Cartels and Other Organizations as Foreign Terrorist Organizations and Specially Designated Global Terrorists as a pretext to initiating an unconstitutional war against Venezuela and murdering suspected drug traffickers. The drug cartels do not plausibly meet the statutory definition of a foreign terrorist organization in section 212(a)(3)(B) of the Immigration and Nationality Act (8 U.S.C. 1182(a)(3)(B)). President Donald J. Trump has further listed the Venezuelan Government as a foreign terrorist organization.
