Rulemaking

The Secretary of Homeland Security and the Secretary of Labor shall each publish in the Federal Register— (1) not later than 180 days after the date of the enactment of this Act, proposed rules implementing the amendments made by sections 2 and 3; and (2) not later than 1 year after such date of enactment, final rules implementing the amendments made by sections 2 and 3.
