(a) Liability in licensing Section 923 of title 18, United States Code, is amended— (1) in subsection (d)(1)(D), by striking willfully and inserting knowingly; and (2) in subsection (e), by striking willfully each place it appears and inserting knowingly. (b) Liability in penalties Section 924 of title 18, United States Code, is amended— (1) in subsection (a)(1)(D), by striking willfully and inserting knowingly; and (2) in subsection (d)(1), by striking willful and inserting knowing.
