It is the sense of Congress that— (1) community-based violence intervention programs have shown effective results as a strategy in reducing the risk of reinjury of, or retaliation by, victims of community violence, and promoting victims’ recovery and well-being; (2) young men, boys, girls, and women of color are disproportionately victimized by community violence, but are frequently underserved by victim service providers; and (3) States and territories should consider using funding provided through the Crime Victims Fund to support community-based violence intervention initiatives that provide services for direct and secondary victims of community violence at high risk for reinjury and involvement in community violence.
