Findings

Congress finds that— (1) the greenhouse gas emissions from the marine shipping industry— (A) account for nearly 3 percent of total global anthropogenic carbon dioxide emissions; and (B) are increasing rapidly; and (2) ports are a large source of air pollution and contribute to poor air quality in the neighborhoods surrounding the ports, leading to worse health outcomes for those who live in those neighborhoods.
