Section 404(a) of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5170c(a)) is amended— (1) by striking The President may and inserting the following: (1) Financial assistance Subject to paragraph (2), the President may; and (2) by adding at the end the following: (2) Sliding scale The President may increase the percentage contributed towards hazard mitigation measures under paragraph (1) to not more than 85 percent for low-capacity jurisdictions (as defined in section 2 of the Disaster Assistance Improvement and Decentralization Act)..
