Of the unobligated balances from discretionary amounts made available by prior appropriations Acts, the following funds are hereby permanently rescinded from the following accounts in the specified amounts: Environmental Protection Agency—Buildings and Facilities, $41,000,000; and John F. Kennedy Center for the Performing Arts—Capital Repair and Restoration, $50,000,000: Provided, That no amounts may be rescinded from amounts that were designated by the Congress as an emergency requirement pursuant to a concurrent resolution on the budget or the Balanced Budget and Emergency Deficit Control Act of 1985.
