None of the funds made available by this Act or any prior Act may be used to open, close, redesignate as a lesser office, or reorganize a regional, division, or field office, unless such action is provided for in this Act, the report accompanying this Act, or section 40003 of Public Law 119–21: Provided, That the Secretary of Transportation shall maintain all regional, division, and field offices for each operating administration in effect on September 30, 2024 unless such action is provided for in this Act, the report accompanying this Act, or section 40003 of Public Law 119–21, and shall ensure that each such office has sufficient staff to carry out all statutorily authorized activities.
