In this Act: (1) Appropriate committees of Congress The term appropriate committees of Congress means— (A) the Committee on Oversight and Government Reform of the House of Representatives; and (B) the Committee on Homeland Security and Governmental Affairs of the Senate. (2) Commission The term Commission means the District of Columbia Safe and Beautiful Commission established under section 4(a). (3) Program The term Program means the program developed under section 3(a)(1). (4) Secretary The term Secretary means the Secretary of the Interior.
