Section 203(i)(1) of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5133(i)(1)) is amended— (1) by striking may and inserting shall; and (2) by striking equal to and inserting that is not less than 3 percent and not more than.
