The purposes of this Act are to— (1) improve the effectiveness and performance of Federal grant and cooperative agreement programs; (2) simplify the application and reporting requirements of Federal grant and cooperative agreement programs; (3) improve the delivery of services to the public, particularly services to communities and organizations that historically have not received Federal grants or cooperative agreements; and (4) facilitate greater coordination among agencies that award Federal grants and non-Federal entities responsible for delivering services to the public.
