Nothing in this subtitle may be construed— (1) to require a covered jurisdiction to enact or administer a Federal regulatory program; (2) to limit the authority of the Federal Government to enforce Federal immigration law; or (3) to require a State or political subdivision of a State to enact or administer a Federal regulatory program, or to impose any obligation except as a condition on the voluntary receipt of Federal funds.
