(a) In general Except as provided in subsection (c) no State, political subdivision of a State, or covered detention facility may impose or enforce any law, policy, or practice that substantially burdens the provision of immigration status information, access, or coordination required under this subtitle. (b) Substantial burden A law, policy, or practice imposes a substantial burden if it directly or indirectly inhibits, delays, penalizes, or deters compliance with this subtitle. (c) Exceptions A substantial burden may be imposed only if the jurisdiction imposing such burden demonstrates that the burden— (1) furthers a compelling governmental interest; and (2) is the least restrictive means of furthering such interest.
