(a) In General The Under Secretary shall maintain and modernize the Aerial Snow Survey program to support water supply forecasting, flood risk management, and seasonal outlooks. (b) Purpose Such program shall— (1) collect airborne snow water equivalent measurements across major river basins; (2) integrate data into National Weather Service River Forecast Centers; (3) improve seasonal runoff, flood, and drought outlooks; and (4) coordinate with State water resource agencies and emergency managers. (c) Modernization In carrying out such program, the Under Secretary may upgrade aircraft instrumentation and data assimilation tools to enhance forecast skill.
