Nothing in this Act may be construed to limit the right any parent, legal guardian or child may have under law, including the settlement agreement in Ms. L. v. ICE, 18–cv–00428 (S.D. Cal. Dec. 11, 2023), any tort remedy under chapter 171 of title 28, United States Code (commonly referred to as the Federal Tort Claims Act), or any other Act.
