Authorization of appropriations; funding distribution

(a) In general There are authorized to be appropriated to carry out this Act— (1) a total of $4,000,000,000 for fiscal years 2027 through 2030; and (2) $1,000,000,000 for each subsequent fiscal year. (b) Funding distribution From the amount made available under subsection (a) for a fiscal year, the Secretary shall— (1) use not less than 47.5 percent of such amounts to carry out section 3; (2) use not more than 47.5 percent to carry out section 4; and (3) use not more than 5 percent to carry out section 5.
