It is the sense of Congress that, in updating the Master Water Control Manual for the Missouri River Mainstem Reservoir System, the Secretary should, to the maximum extent practicable and consistent with authorized purposes of that System— (1) address the frequency and severity of ice jams along the Missouri River in the State of Nebraska; (2) consider operational changes to reduce power outages and impacts to public safety that may result from such ice jams; and (3) increase coordination with impacted stakeholders in the State of Nebraska.
