Authorization of appropriations; mandatory appropriations

(a) In general Out of funds in the Treasury not otherwise appropriated, there are authorized to be appropriated, and there are appropriated for each of fiscal years 2027 through 2037, $4,000,000,000 to the Secretary of Education to carry out this title. (b) Limitation Not more than 5 percent of the funds appropriated to carry out this title shall be used for projects described in section 203(b)(3).
