Not later than 180 days after the date of the enactment of this Act, the Secretary of Homeland Security, in consultation with the Secretary of Labor and the Attorney General, shall promulgate regulations to carry out and implement the State-sponsored nonimmigrant program authorized under section 214(s) of the Immigration and Nationality Act, as added by section 3 of this Act.
