Other small business resources

(a) Definitions Section 3 of the Workforce Innovation and Opportunity Act (29 U.S.C. 3102) is amended— (1) in paragraph (51)— (A) in subparagraph (D), by striking and at the end; (B) in subparagraph (E), by striking the period and inserting; and; and (C) by adding at the end the following: (F) the provision of entrepreneurial training and self-employment transition support.; and (2) by adding at the end the following: (72) MBDA Business Center The term MBDA Business Center means an MBDA Business Center operating under the MBDA Business Center Program established under section 100113 of the Minority Business Development Act of 2021 (15 U.S.C. 9523). (73) Small business The term small business has the meaning given the term small-business concern in section 3 of the Small Business Act (15 U.S.C. 632). (74) Small business development center The term small business development center means a center described in section 21 of the Small Business Act (15 U.S.C. 648).. (b) Workforce development boards (1) State workforce development boards Section 101(b)(1)(C)(iii)(II) of the Workforce Innovation and Opportunity Act (29 U.S.C. 3111(b)(1)(C)(iii)(II)) is amended— (A) in item (cc), by striking and at the end; (B) in item (dd), by striking the period at the end and inserting; and; and (C) by adding at the end the following: (ee) a representative of the network of small business development centers in the State.. (2) Local workforce development boards Section 107(b)(2)(D) of the Workforce Innovation and Opportunity Act (29 U.S.C. 3122(b)(2)(D)) is amended— (A) in clause (iv), by striking and at the end; and (B) by adding on the end the following: (vi) may include a representative of the network of small business development centers serving the local area; and. (c) Unified State plan Section 102(b)(2)(B)(v) of the Workforce Innovation and Opportunity Act (29 U.S.C. 3112(b)(2)(B)(v)) is amended by inserting, and how the activities will incorporate career pathways for entrepreneurship, self-employment, and small business ownership and will be coordinated with the activities of the Small Business Administration, small business development centers, the Minority Business Development Agency and any MBDA Business Center serving the State, and State- and locally-focused small business and economic development nonprofit organizations before the semicolon. (d) Individualized career services Section 134(c)(2)(A)(xii) of the Workforce Innovation and Opportunity Act (29 U.S.C. 3174(c)(2)(A)(xii)) is amended— (1) in subclause (X), by striking or at the end; (2) in subclause (XI), by striking; and and inserting; or; and (3) by adding at the end the following: (XII) provision of information about entrepreneurship as a career pathway, and referrals to the small business liaison office (if established under section 172), small business development centers, women's business centers operating pursuant to section 29 of the Small Business Act (15 U.S.C. 656), veteran business outreach centers, MBDA Business Centers, and nonprofit organizations specializing in small business technical assistance; and. (e) Training services Section 134(c)(3)(D) of the Workforce Innovation and Opportunity Act (29 U.S.C. 3174(c)(3)(D)) is amended— (1) in clause (x), by striking and at the end; (2) in clause (xi), by striking the period at the end and inserting; and; and (3) by adding at the end the following: (xii) business plan development, business incubation services, and business coaching, including the provision of training and technical assistance for small businesses in the adoption and use of digital tools and artificial intelligence..
