Service of midcareer workers

Section 3 of the Wagner-Peyser Act (29 U.S.C. 49b) is amended— (1) by striking State agencies and inserting State workforce agencies; and (2) by adding at the end the following: (f) (1) The activities to enhance the professional development and career advancement opportunities of staff under subsection (c)(4) shall include training, strategies, and practices— (A) specific to serving midcareer workers; and (B) as necessary, designed to appropriately and effectively serve individuals displaced, or at risk of displacement, by technological change, automation, artificial intelligence, trade, or business restructuring. (2) Any activities described in this subsection that involve individuals covered by a collective bargaining agreement shall be conducted in accordance with the terms of such agreement..
