Section 306(a)(2)(C)(ii) of the Consolidated Farm and Rural Development Act (7 U.S.C. 1926(a)(2)(C)(ii)) is amended by adding at the end the following: (III) In-kind contribution In the case of demonstrated need, as determined by the Secretary, the non-Federal share of the cost of a project funded under this subparagraph may be provided in the form of in-kind contributions..
