Section 306(a)(22) of the Consolidated Farm and Rural Development Act (7 U.S.C. 1926(a)(22)) is amended— (1) in subparagraph (B), by striking $25,000,000 for each of fiscal years 2019 through 2023 and inserting $30,000,000 for each of fiscal years 2027 through 2031; and (2) by adding at the end the following: (C) Continuity of essential circuit rider activities Activities carried out under this paragraph that are necessary to prevent imminent harm to life or property shall be treated as excepted activities and may continue during a lapse in appropriations, using unobligated balances previously appropriated under the heading Rural Water and Waste Disposal Program Account..
