Section 3(b)(3) of the Smith-Lever Act (7 U.S.C. 343(b)(3)) is amended, in the first sentence, by inserting after for the purposes set forth in section 2 the following:, and for 1994 Institutions to acquire, alter, repair, maintain, and operate relevant equipment necessary to strengthen the capacity of such 1994 Institutions to achieve the purposes set forth in section 2.
