There are authorized to be appropriated $600,000,000 for fiscal year 2027 and $1,000,000,000 for the succeeding 4 fiscal years, of which— (1) 2 percent shall be reserves for the Secretary to fund technical assistance and capacity building for entities eligible to receive assistance under this title; (2) 5 percent shall be for the Augustus F. Hawkins Centers of Excellence program under subpart 2 of part B of title II of the Higher Education Act of 1965 (20 U.S.C. 1033 et seq.); (3) 43 percent shall be used to carry out subtitle A of this title; and (4) 50 percent shall be used to carry out subtitle B of this title.
