Congress makes the following findings and declarations: (1) Critical minerals and energy resources are essential to United States national security, economic competitiveness, and technological leadership. (2) According to the 2025 National Security Strategy, We must re-secure our own independent and reliable access to the goods we need to defend ourselves and preserve our way of life. This will require expanding American access to critical minerals and materials while countering predatory economic practices.. (3) Foreign Service officers play a key role in advancing United States foreign policy, commercial interests, and energy security objectives and receive specialized training, when necessary, to carry out their job functions. (4) Knowledge of global energy and critical mineral supply chains, including vulnerabilities posed by adversarial actors, is essential for effective diplomatic engagement and mission planning. (5) The Foreign Service Institute (FSI) is the principal training institution for United States Foreign Service officers, and its programs must include emerging strategic areas relevant to United States interests.
