The Secretary of State shall make available all academic program materials developed under section 104 to— (1) the Office of the Assistant Secretary of War for Industrial Base Policy; (2) the Office of Strategic Capital within the Office of the Under Secretary of War for Acquisition and Sustainment; and (3) other Federal departments and agencies with personnel stationed.
