Section 235(b)(2)(A) of the Immigration and Nationality Act (8 U.S.C. 1225(b)(2)(A)) is amended— (1) by striking an alien each place such term appears and inserting a noncitizen; (2) by striking the alien and inserting a noncitizen; and (3) by inserting at the border (and who is not or was not paroled) after applicant for admission.
