Sense of Congress

It is the sense of Congress that— (1) TSA personnel management systems provide insufficient benefits and workplace protections to the workforce that secures the transportation systems of the United States; (2) covered employees should be provided protections and benefits under title 5, United States Code; and (3) the provision of the protections and benefits described in paragraph (2) should not result in a reduction of pay or benefits to current covered employees.
