What this bill does

In plain words · AI-written from the official summary

Reviews defense sales rules to boost U.S. companies

The bill requires the State Department to look at defense articles and services that are only sold through the U.S. government to foreign governments, and figure out which ones could also be sold directly by American companies to foreign governments instead. For each item they identify, they have to consider how long each sales method takes, how it affects workload at the State and Defense departments, and whether direct company sales would help U.S. national security and competitiveness. Then they report their findings to Congress every year.

How it affects you

This mostly affects defense contractors and government agencies that handle military sales overseas. The official summary doesn't spell out direct effects on everyday Americans, but the idea is to make it easier for U.S. defense companies to sell to foreign governments in some cases, which supporters believe could help these companies compete better globally.

FMS-Only List Review Act

This bill requires the Department of State to conduct an annual review to identify defense articles and services eligible to be sold only through Foreign Military Sales (FMS) (i.e., U.S. government to foreign government sales) that should also be eligible to be sold through Direct Commercial Sales (DCS) (i.e., U.S. company to foreign government sales).

For each article or service identified, the review must address (1) the length of time to complete a transfer of the article or service through the FMS program as compared to the DCS process; (2) the impact of a transfer of the article or service through the DCS process on the workload of the State Department and the Department of Defense; and (3) the benefits of the transfer of the article or service through the DCS process to U.S. national security and competitiveness.

Within 30 days of the completion of each annual review, the State Department must report to Congress on the results of the review.
