Notwithstanding section 1101 of this Act, the level for the following accounts shall be as follows: (1) $857,159,000 for Department of Commerce—National Institute of Standards and Technology—Scientific and Technical Research and Services. (2) $87,758,000 for Department of Commerce—National Institute of Standards and Technology—Construction of Research Facilities. (3) $4,408,986,000 for Department of Commerce—National Oceanic and Atmospheric Administration—Operations, Research and Facilities. (4) $2,000,033,000 for Department of Justice—State and Local Law Enforcement Activities—Office of Justice Programs—State and Local Law Enforcement Assistance, and amounts provided under paragraph (1) shall be $499,033,000, amounts provided under subparagraph (Q) of paragraph (1) shall be $0, and amounts provided under subparagraph (R) of paragraph (1) shall be $0. (5) $417,168,839 for Department of Justice—Community Oriented Policing Services—Community Oriented Policing Services Programs, and amounts provided under paragraph (7) shall be $0. (6) $3,092,327,000 for National Aeronautics and Space Administration—Safety, Security and Mission Services.
