Notwithstanding section 1101 of this Act, the level for the following accounts shall be applied as follows: (1) Under the heading Department of Labor—Employment and Training Administration—Training and Employment Services, by substituting $3,898,587,000 for $4,006,421,000, by substituting $969,255,000 for $1,077,089,000, and by substituting $0 for $107,834,000. (2) Under the heading Department of Health and Human Services—Health Resources and Services Administration—HRSA-Wide Activities and Program Support, by substituting $219,588,000 for $1,110,376,000 and by substituting $0 for $890,788,000. (3) Under the heading Department of Health and Human Services—Substance Abuse and Mental Health Services Administration—Health Surveillance and Program Support, by substituting $138,155,000 for $210,245,000 and by substituting $0 for $72,090,000. (4) Under the heading Department of Health and Human Services—Administration for Children and Families—Children and Families Services Programs, by substituting $14,789,089,000 for $14,829,100,000 and by substituting $0 for $40,011,000. (5) Under the heading Department of Health and Human Services—Administration for Community Living—Aging and Disability Services Programs, by substituting $2,435,832,000 for $2,465,100,000 and by substituting $0 for $29,268,000.
