Notwithstanding section 1101 of this Act, the following provisions shall not apply: (1) Paragraph (3) under the heading Department of Transportation—Federal Aviation Administration—Grants-in-Aid for Airports. (2) The proviso under the heading Department of Transportation—Maritime Administration—Maritime Security Program. (3) The provisos under the heading Department of Transportation—Maritime Administration—Tanker Security Program. (4) The proviso under the heading Department of Transportation—Maritime Administration—Ship Disposal.
