Notwithstanding any other provision of this Act, the amount made available in the second undesignated paragraph under the heading rural water and waste disposal program account under the heading rural utilities service in title III for— (1) the rural utilities program described in section 306E of the Consolidated Farm and Rural Development Act shall be $6,500,000, of which not less than $1,500,000 shall be used to provide subgrants to eligible individuals for the construction, refurbishing, and servicing of individually owned household decentralized wastewater systems; and (2) grants pursuant to section 306(a)(2)(a) of the Consolidated Farm and Rural Development Act shall be $238,900,000.
