Section ~~717(a)~~ 3014(a) of ~~the Defense Production Act of 1950 (50 U.S.C. 4564(a))~~ title 18, United States Code, shall be applied by substituting the date specified in section ~~106~~ 106(3) of this Act for September 30, ~~2025.~~2025: Provided, That notwithstanding section 119, this section shall take effect on the date of enactment of this Act and shall not apply retroactively.
