Not later than 4 years after the date of the enactment of this Act, the Secretary, acting through the Director, shall submit to the relevant congressional committees and the Committee on Energy and Commerce of the House of Representatives and the Committees on Commerce, Science, and Transportation and Health, Education, Labor, and Pensions of the Senate a report on the results of the study required by section 517 and any related recommendations.
