None of the funds made available by this Act under the heading Military Construction, Navy and Marine Corps may be used for architectural and engineering services or construction design for a facility classified as Administrative under the Department of Defense Real Property Categorization System unless such architectural and engineering services or construction design is for a facility classified under such categorization system as— (1) Operation and Training; (2) Maintenance and Production; (3) Housing and Community; or (4) Utility and Ground Improvements.
