None of the funds made available by this Act may be used by the National Institute of Food and Agriculture within the Department of Agriculture to conduct or fund research involving a dog or cat (as such terms are defined in section 1.1 of title 9, Code of Federal Regulations) that is classified in pain category D or E, as defined by the Department of Agriculture.
