The Secretary of the Navy shall improve the management of tactical vehicles of the Navy and the Marine Corps by— (1) establishing clearly defined responsibilities for vehicle commanders; and (2) implementing standardized procedures that enable first-line supervisors to identify, assess and mitigate operational risks relating to such vehicles during training and mission execution.
