(a) Codification Chapter 81 of title 10, United States Code, is amended by adding at the end the following new section: 1599k. Direct hire authority for domestic defense industrial base facilities, Major Range and Test Facilities Base, and Office of the Director of Operational Test and Evaluation (a) Defense industrial base facility and mrtfb The Secretary of Defense may appoint, without regard to the provisions of subchapter I of chapter 33 of title 5, other than sections 3303 and 3328 of such title, qualified candidates to positions in the competitive service at any defense industrial base facility or the Major Range and Test Facilities Base, including to Navy Supervisor of Shipbuilding, Conversion, and Repair positions. (b) Office of the director of operational test and evaluation The Secretary of Defense may, acting through the Director of Operational Test and Evaluation, appoint qualified candidates possessing an advanced degree to scientific and engineering positions within the Office of the Director of Operational Test and Evaluation without regard to the provisions of subchapter I of chapter 33 of title 5, other than sections 3303 and 3328 of such title. (c) Definition of defense industrial base facility In this section, the term defense industrial base facility means any Department of Defense depot, arsenal, or shipyard located within the United States and includes supporting units of a facility at an installation or base.. (b) Clerical amendment The table of sections at the beginning of such chapter is amended by adding at the end the following new item: 1599k. Direct hire authority for domestic defense industrial base facilities, Major Range and Test Facilities Base, and Office of the Director of Operational Test and Evaluation.. (c) Conforming repeal Section 1125 of the National Defense Authorization Act for Fiscal Year 2017 (10 U.S.C. 1580 note prec.) is repealed.
